The Rivers State House of Assembly says the anti-open grazing bill is not to witch hunt any person or tribe.
Chairman, House Committee on Agriculture, Anslem Oguguo disclosed this during a public hearing on the bill on Friday.
He said the essence of the bill is to ensure peace and sanity in the state, as it would also ensure the protection of lives and properties of residents.
Stakeholders during the public hearing hailed the state Assembly for the bill which would check the illegal activities of some herdsmen.
The Southern Governors had set a September deadline for all the states in the region to provide a legal framework for the ban on open grazing.
