President Bola Ahmed Tinubu has directed the Minister of Finance, Taiwo Oyedele, to oversee a comprehensive forensic audit of the Integrated Personnel and Payroll Information System (IPPIS) and Federal Government agencies.
The audit follows an August 19, 2026, Federal Executive Council resolution prompted by ICPC findings on alleged fake agencies, ghost workers and other control failures.
The exercise will examine payroll fraud, personnel records, government agencies, internal controls and links between IPPIS and systems including GIFMIS, Remita and the Treasury Single Account.
It will also verify the legal status of government entities and identify weaknesses that may have allowed irregular access to public resources.
The Presidency said the audit aims to strengthen accountability, close systemic loopholes and ensure only legitimate entities and eligible personnel access government resources.
