The Rivers State Civil Service Commission has directed all Ministries, Departments and Agencies (MDAs) in the state to submit names of officers due for promotion between January and July 2026.
In a circular dated May 12, 2026, and signed by the Permanent Secretary of the Commission, Dr. James D. Enebeli, the commission said the directive followed the approval of Governor Siminalayi Fubara for the promotion exercise across the state civil service.
The circular, addressed to top government officials including the Chief of Staff, Secretary to the State Government, Head of Service, Permanent Secretaries and heads of MDAs, stated that officers on Grade Levels 07 to 15 who qualified within the period should be recommended.
According to the commission, submissions must include officers’ service particulars, scored APER forms and dates of last promotion.
The commission further directed that ministries submit both electronic and hard copies of the documents, with soft copies to be stored in Microsoft Excel format on USB flash drives bearing the names of the respective ministries.
It also advised MDAs to immediately commence internal promotion processes for junior officers and invite representatives of the Civil Service Commission to participate in the exercise.
The statement warned that officers who had retired, applied for retirement or were undergoing disciplinary procedures should not be recommended for promotion.
The commission fixed May 31, 2026 as the deadline for submission of recommendations, stressing that no late submissions from defaulting MDAs would be entertained after the deadline.
It also directed Permanent Secretaries and heads of extra-ministerial departments to personally sign recommendation letters forwarded to the commission.
The commission noted that the exercise was aimed at enabling it conduct promotion interviews following the governor’s approval for the January to July 2025/2026 promotion exercise.
