The Independent National Electoral Commission (INEC) has ruled out the conduct of a by-election in Khana State Constituency 2 of Rivers State, citing prevailing security challenges in the area.

INEC Chairman, Professor Mahmood Yakubu, made this known on Wednesday while unveiling the commission’s schedule for by-elections into vacant seats in both the National and State Assemblies across 12 states, slated for August 16, 2025.

Yakubu said a state of emergency in the constituency made it impossible to hold elections there at this time.

The vacancy in Khana State Constituency 2 followed the death of Hon. Dinebari Loolo, who represented the area in the Rivers State House of Assembly and also chaired the House Committee on Environment until his passing in 2024.
