The Vice-Chancellor of Rivers State University (RSU), Professor Isaac Zeb-obipi, has been conferred with the prestigious rank of Regimental Commanding Officer by the Department of Maritime Science in collaboration with the Merchant Navy and Seafarers Intercontinental Pool.
