The Commissioner for Physical Planning and Urban Development, Amairigha Edward Hart, has launched a campaign to restore Port Harcourt to its Garden City status and curb illegal street trading and encroachments.
During an assessment tour on Monday, March 30, 2026, the Commissioner condemned indiscriminate street vending, unauthorized conversion of public spaces, and chaotic roadside activities across key areas, including Garrison Junction, Rumuola, Aba Road, Obiri Ikwerre Flyover, and Choba Junction.
“We will redesign spaces beneath flyovers for car parks, pick-up and drop-off points, replace roadside operations with greenery, and renovate bus stops,” Hart said.
The Commissioner also promised to barricade medians, plant flowers, and provide alternative sites for traders, while enforcing compliance to protect public assets.
He urged residents to respect public spaces and embrace a culture of civic responsibility, noting that the restoration project will be implemented with a human face, reflecting Governor, Siminialayi Fubara’s vision.
The tour included the Ministry’s Permanent Secretary, Mrs Soibitein Harry, Directors, and Compliance Officers.
