The Rivers State Administrative Criminal Justice Monitoring Council, says a remand proceeding that will decongest correctional facilities across the state has been activated.
Justice, Florence Fiberesima disclosed this during a meeting with stakeholders on behalf of the Chief Judge of the state, Simeon Amadi.
She said suspects may no longer be remanded in prison custody until the Department of Public Prosecution, DPR, has prepared their appropriate charges.
She also said utilizing non custodian sentences would help decongest prisons. In this case, suspects will be remanded in facilities, like hospitals and industries and not necessarily prison facilities.
Justice, Fiberesima added that the unwillingness of witnesses to testify in criminal cases also delay the dispensation of Justice.
She said a lot of criminal cases are pending in court due to the failure of witnesses to come forward and testify.
She advised citizens to follow up their cases and stop blaming the judiciary for their failure.
