The Nigeria Hydrological Services Agency (NIHSA) has identified Rivers, Bayelsa, Abia, and Imo as among the states most at risk of severe flooding in 2025. The warning was issued during the official presentation of the 2025 Annual Flood Outlook (AFO) by the Minister of Water Resources and Sanitation, Prof. Joseph Utsev, in Abuja.
Prof. Utsev stated that the flood forecast aims to raise awareness and promote proactive measures among citizens, especially those in vulnerable areas. He noted that the AFO has been divided into three components: a general flood forecast, a communication strategy for effective dissemination of warnings, and a mitigation plan to reduce exposure and vulnerability to flooding.
