Ibok-Ete Ibas, the former Sole Administrator of Rivers State swore in the acting Head of Service, Inyingi Brown, as substantive Head of Service at midnight on Tuesday.
The ceremony, which reportedly took place just minutes before the end of emergency rule, came as Rivers people were celebrating the lifting of the federal directive.
Sources confirmed it was among Ibas’s final official actions before vacating office.
